日本初のNGOとしてWHO認証「EMT Type 1 Mobile」を取得
NPO法人TMATが国際基準の災害医療チームとして認証
特定非営利活動法人TMAT（Tokushukai Medical Assistance Team、理事長：福島安義）は、世界保健機関（WHO）が推進するEmergency Medical Team（EMT）イニシアティブにおいて、「EMT Type 1 Mobile」の認証を取得しました。
本認証は、日本のNGOとして初めての取得であり、世界では65番目の認証チームとなります。
EMT（Emergency Medical Team）は、大規模災害、感染症アウトブレイク、紛争などの保健医療危機発生時に、自己完結型で医療・公衆衛生活動を展開できる医療チームです。その中でも「Type 1 Mobile」は、被災地へ迅速に展開し、外来診療を中心とした医療サービスを提供する移動型医療チームとして位置付けられています。道路事情が悪い地域や遠隔地にも対応でき、必要に応じて高次医療機関への搬送体制も備えています。
認証審査（Verification Visit）は、2026年5月16日から17日の2日間、千葉県四街道市の四街道徳洲会病院で実施されました。審査はWHO西太平洋地域事務局（WPRO）の専門家および日本・マレーシアの認証済みEMTチームの専門家により行われ、臨床診療、ロジスティクス、WASH（水・衛生・衛生管理）、感染予防・管理、医薬品管理、医療廃棄物管理など、多岐にわたる項目について厳格な外部評価が実施されました。
その結果、TMATはWHOが定める基本原則、コアスタンダードおよび技術基準を満たしていることが認められ、国際緊急医療支援活動を実施できる能力を有するチームとして正式に認証されました。

また、TMATが開発・運用する医療廃棄物管理システムは、WHOから「Good Practice（優良事例）」として高く評価され、2026年11月に開催されるWHO EMT Global Meetingにおいて革新的な取り組みとして発表することが推奨されています。

WHO西太平洋地域事務局（WPRO）緊急対応部門プログラムエリアマネージャーのショーン・ケイシー氏は次のように述べています。
「2026年5月16日から17日にかけて実施した審査において、TMATは高い臨床能力と堅実なロジスティクス体制を示し、国際派遣可能なEMTに求められる自己完結性を十分に備えていることが確認されました。TMATは今後、国際的な保健医療緊急支援活動に大きく貢献することが期待されており、WHOとしてもその活動を支援していきたいと考えています。」
TMATのこれまでの歩み
TMATは、1995年の阪神・淡路大震災における医療支援活動を契機として設立されました。以来30年間にわたり、国内19回、海外21回、計40回の災害医療支援活動を実施し、15の国・地域で支援を行ってきました。
今回のWHO認証は、TMATが国際的な災害医療支援の担い手として重要な役割を果たしてきたことを示すものであり、今後さらに世界の脆弱な地域や災害被災者への支援を強化していく基盤となります。

First Japanese NGO — NPO TMAT verified and classified as WHO-standard Emergency Medical Team Type 1 Mobile
The Tokushukai Medical Assistance Team (TMAT), a Japanese non-profit organization (Chairperson: Yasuyoshi Fukushima), has been verified and classified as a Type 1 Mobile Emergency Medical Team (EMT) under the standards set by the World Health Organization (WHO) EMT Initiative — becoming the first NGO in Japan and the 65th team in the world to receive this classification.
EMTs are self-sustaining deployable field clinics that can provide medical and public health services during large-scale disasters, disease outbreaks, conflicts, and other health emergencies. Among EMTs, Type 1 Mobile teams are defined as mobile medical units capable of rapid deployment to disaster-affected areas to provide primary outpatient care services. Type 1 Mobile teams can reach some of the most remote and hard-to-reach areas and have mechanisms for referral to higher-level care, when required.
The classification was awarded following a two-day Verification Visit conducted at Yotsukaido Tokushukai Hospital in Yotsukaido City, Chiba Prefecture, on 16–17 May 2026. The visit was carried out by experts from the WHO Regional Office for the Western Pacific (WPRO) and international specialists from peer EMTs from Japan and Malaysia, who conducted a rigorous external review of TMAT’s capabilities across clinical management, logistics, WASH (water, sanitation, and hygiene), infection prevention and control, pharmaceutical management, and medical waste management. TMAT was found to be compliant with WHO guiding principles, core standards, and technical standards, and was awarded the EMT badge — the formal recognition of its capacity for international humanitarian deployment.
Particular recognition was given to TMAT’s stable organizational infrastructure, grounded in the Tokushukai Group’s nationwide network of 92 hospitals and 49,700 staff; its self-sufficient operational capacity for independent international deployments; its exceptionally high clinical competence; and its WASH capability. In addition, TMAT’s medical waste management system was recognized as a Good Practice by WHO, and the team has been encouraged to present it as an innovative solution at the WHO EMT Global Meeting in November 2026.
“It was a privilege to verify the Tokushukai Medical Assistance Team as a WHO-classified Emergency Medical Team Type 1 Mobile. Over two days at Yotsukaido Tokushukai Hospital in Chiba on 16–17 May 2026, the team demonstrated strong clinical care and sound logistics, with the self-sufficiency required of an internationally deployable EMT. TMAT is well placed to contribute to international health emergency medical response in the years ahead, and we at WHO look forward to supporting that work,” said Sean Casey, Programme Area Manager – Emergency Operations, WHO Regional Office for the Western Pacific).
TMAT was founded following its medical support response to the Great Hanshin-Awaji Earthquake in 1995 and has since carried out a total of 40 disaster medical assistance missions — 19 domestic and 21 overseas — across 15 countries and regions, over 30 years. This WHO classification cements TMAT’s role as a leading provider of emergency medical care, strengthening its ability to support vulnerable populations and contribute to global health security.

This verification and classification formally recognize TMAT as capable of providing safe, high-quality medical assistance based on international standards in domestic and international disasters and health emergencies.
